7.  Adopt, by rule or as permit conditions, such discharge limitations, best management practice standards, new source performance standards, toxic and pretreatment standards and such other standards and conditions as are reasonable and necessary to carry out the permit programs and regulatory duties described in paragraphs 2 through of this subsection.

12.  By December 1, 2019, and in coordination with the Arizona Department of Water Resources, review existing data on the use and reuse of high salinity water and identify locations in this state, including hydrologically isolated areas, as potential sources for supplementing water supplies in this state.  The director of the department of environmental quality shall post the report on the department webpage.
