Plain-language change summary

The latest version of SCR 1018 has shifted its focus from recognizing the Palo Verde Generating Station’s contributions to the state of Arizona to encouraging citizens to support local independent humane societies instead of the Humane Society of the United States. The amendment highlights concerns about the national organization's spending and calls for Arizona residents to consider donating their time and money to local humane societies that are more dedicated to caring for animals. This change matters because it aims to direct community support to organizations that may have a more direct impact on animal welfare in Arizona.

    (TEXT OF BILL BEGINS ON NEXT PAGE)   Whereas, according to the tax documents of the Humane Society of the United States, as well as other independent analyses, the national organization renowned for animal rights donated less than one percent of its $132 million budget to provide actual care for animals in 2016;
and Whereas, the generating station is a critical asset to the southwest, generating more than 32 million megawatt-hours annually, which is enough power for more than four million people;
and Whereas, this information differs greatly from that given to people in late-night commercials that depict animals in distress and in need of help.  People who want to help innocent animals are baited into donating their money to the Humane Society of the United States, which uses the funds to help pay for exorbitant salaries of the national organization's executives and for frivolous lawsuits against pet stores, zoos and hardworking farmers;
and Whereas, the Palo Verde Generating Station is the nation's largest source of clean energy;
and Whereas, these financial revelations about the Humane Society of the United States bring into question whether the organization is truly working to achieve its mission of advocating for the rights and well-being of animals;
and Whereas, the Palo Verde Generating Station supplies a remarkable 80 percent of Arizona's clean energy;
and Whereas, the citizens of this state are encouraged to research and consider supporting local, independent humane societies that are completely unaffiliated with the national organization, that do not receive many donations and that rely primarily on dedicated volunteers to care for animals;
and Whereas, the Palo Verde Generating Station is the only nuclear power plant in the country that is not located on a body of water and instead uses recycled water from surrounding communities to cool the plant in an environmentally sustainable way;
and Whereas, unlike the Humane Society of the United States, local, independent humane societies that prioritize assisting animals, especially those that are abused and neglected, and ending animal abuse are deserving of donations of time and money.
and Whereas, the Palo Verde Generating Station is the largest single commercial taxpayer in Arizona;
and Whereas, the Palo Verde Generating Station provides an economic impact of more than $2 billion annually through taxes and employee salaries;
and Whereas, the Palo Verde Generating Station has 2,500 full-time employees and requires the services of an additional 1,000 contractors during periods of maintenance;
and Whereas, the Palo Verde Generating Station purchases over $130 million in products and services from more than 1,200 Arizona businesses;
and Whereas, Palo Verde employees donate approximately $1 million each year to local charities;
and Whereas, Arizona's economic competitiveness depends on safe, affordable and reliable power.
That the Members of the Legislature recognize the benefits provided by nuclear energy and honor the Palo Verde Generating Station for its tremendous contributions to Arizona.
That the Members of the Legislature encourage the citizens of this state who support animal rights causes to donate their time and money to local, independent humane societies.
