Plain-language change summary

The legislation HB 2492 has undergone some changes regarding how unused income tax credits for increased research activities can be reinvested. The new version adds a provision that allows a portion of these unused credits to be used for capital expenditures tied to enhancement projects in Arizona, as long as the original credits haven't expired. This change is important because it gives businesses more flexibility to utilize their unused tax credits, potentially encouraging more investment in research and development within the state.
