Plain-language change summary

The latest version of SB 231 has been updated to clarify the rights of minors in residential psychiatric treatment regarding communication with their parents or guardians. Previously, minors had the right to communicate through phone or video with their parent or legal guardian for a total of one hour each week, but the updated bill specifies that this communication must be video and occurs at least once a week for at least one hour. This change emphasizes the importance of maintaining family connections during treatment, which can be critical for the minor’s emotional well-being. Additionally, by defining this communication as "confidential," the bill aims to protect the privacy of these conversations.
