Judiciary, State Affairs A RESOLUTION Encouraging Congress to pass the Concealed Carry Reciprocity Act or a similar bill.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
570 (2008), the United States Supreme Court held that the Second Amendment protects an individual right to possess a firearm unconnected with service in a militia,militia and to use that arm for traditionally lawful purposes, such as self-defense within the home;
and WHEREAS,WHEREAS wherethe itAlaska isState legalLegislature tosupports dopolice, so,troopers, a person who is 21 years of age or older and whoother maylaw legallyenforcement possessofficials; a firearm may carry a firearm in the state without a concealed carry HJR003a -1- HJR 3 New Text Underlined [DELETED TEXT BRACKETED] 33-LS0159\B permit;
and -1- Enrolled HJR 3 WHEREAS, where it is legal to do so, a person who may legally possess a concealed firearm may carry a concealed firearm in the state without a concealed carry permit;
1, of the Constitution of the United States provides that every state shall give full faith and credit to the judicial proceedings and documentsrecords of every other state and that Congress may determine how those documentsrecords will be recognized;proved and the effect of those records;
and WHEREAS 1938 states currently providerecognize reciprocityvalid forAlaska concealed carryhandgun permitspermits; issued in other states;
BE IT RESOLVED that the Alaska State Legislature respectfully requests that the United States Congress pass legislation that amendsdetermines the federalmanner criminalin codewhich toa allowconcealed ancarry individualpermit qualifiedissued toby carryone orstate possessmay abe concealedproven handgunin another state, so that an individual in onepossession stateof toa carryvalid orpermit possessmay lawfully carry a concealed handgunfirearm in another state thatin alsothe allowssame individualsmanner, and to carrythe same degree, that an individual in possession of a valid concealed firearms;carry permit from that other state may legally do so;
and be it FURTHER RESOLVED that the Alaska State Legislature encourages the United States Congress to pass a bill that accomplishes this, such as the Concealed Carry Reciprocity Act (H.R.
38) from the 117th118th Congress or a similar bill;
and be it FURTHER RESOLVED that the Alaska State Legislature respectfully requests that the President of the United States sign into law legislation passed by Congress that enactsaccomplishes this, such as the Concealed Carry Reciprocity Act (H.R.
38) from the 117th118th Congress or a similar bill.
