The amendments to SJR 4 changed the percentage limit for capital improvements from fifteen percent to fourteen percent of a calculated average, and it adjusted the time frame from five calendar years to five fiscal years for the data used in this calculation. Additionally, while it previously required voter approval for certain appropriations, the revised version does not. This matters because it simplifies the legislative process for funding while reducing the overall cap on capital improvements, potentially allowing for more regulated spending in fiscal years.
