The amendments to Bill HB 161 clarify its purpose by specifying that it relates to appropriations to the civil legal services fund rather than just the civil legal services fund itself. Additionally, the revised version maintains the definition of "low-income individual" based on federal poverty guidelines but removes a restriction that previously prohibited the use of these funds for legal assistance related to landlord-tenant issues. These changes matter because they broaden the potential scope of services funded, allowing more low-income individuals to receive legal help in various areas beyond just housing disputes.
