Plain-language change summary

The amendment to Bill HB 21 updates the language in Section 9, allowing the Department of Administration to provide certain benefits through self-insurance, while removing a previous subsection related to state group insurance participation. This change simplifies the process for the Department to offer self-insurance options and clarifies the requirements for governmental units wanting to participate in state group insurance policies. It matters because it aims to make benefits more accessible and could streamline operations within the state's insurance program.
