Plain-language change summary

The bill SB 99 has been revised to change its focus from establishing a financial literacy education *program* to establishing a financial literacy education *course*. This means that every school district must now provide a specific, half-credit course that students in grades nine through twelve must complete to receive their diploma, rather than just a flexible program that could include various instructional methods. This change is significant because it sets a clear requirement for financial literacy education, ensuring that all students receive standardized instruction in crucial money management skills before graduating.
