The department shall provide staff to the commission.
The lieutenant governor shall provide staff to the commission.
(2) a retired judicial officer, appointed by the chief justice;

if no retired judicial officers are available to be appointed under this paragraph, the administrative director described in AS 22.20.300 shall appoint a member with judicial experience in the state;
