Plain-language change summary

The amended version of HB 69 now specifies that first class cities in Alaska with a population of fewer than 400 can request to be reclassified as second class cities if they notify the Local Boundary Commission. Previously, the bill stated that reclassification would take effect 60 days after eligibility notification, but it has been updated to take effect on July 1, following a 60-day notification period. This change matters because it provides clarity on when the reclassification will occur, allowing cities to better plan for this change in status.
