Plain-language change summary

The changes made to SB 221 focus on how the state legislature can handle appropriations based on federal receipts. Specifically, the bill now allows for a specific maximum percentage increase in appropriations related to expected federal funds, rather than previously allowing for general increases without specifying limits. This matters because it establishes clearer guidelines on how additional federal funding can be managed, ensuring better oversight and accountability in how those funds are utilized. Moreover, language regarding "federal or other receipts" has been removed, narrowing the focus solely to federal funding, which could streamline the process for future appropriations.
