Plain-language change summary

The recent amendment to Bill SB 95 clarifies the right of first refusal for volunteer search and rescue groups concerning surplus state property. Now, these groups can obtain property through a local municipality or Native village council, which will then own the property for search and rescue purposes. This change is significant as it aims to ensure that valuable assets are directly utilized for life-saving operations, fostering better local collaboration in emergency response efforts.
