and WHEREAS, partly because of the state's robust COVID-19 response efforts and the SR0002A -1- SR 2 New Text Underlined [DELETED TEXT BRACKETED] 32-LS0543\I governor's leadership, the state currently has the third-lowest COVID-19 fatality rate in the United States;
and WHEREAS it is the position of the Senate that a health care provider may not -1- Enrolled SR 2 administer a COVID-19 vaccine to an individual without first obtaining the informed consent of the individual or, if the individual is a minor child, of a parent or guardian of the minor child;
and WHEREAS the Senate supports that an individual or a parent or guardian of a minor child may object to the administration of a COVID-19 vaccine based on religious, medical, or other grounds, and that a person may not require an individual to provide justification or documentation to support the individual's decision to decline a COVID-19 vaccine or to decline a COVID-19 vaccine for a minor child;
and WHEREAS, partly because of the state's robust COVID-19 response efforts and the governor's leadership, the state currently has the third-lowest COVID-19 fatality rate in the United States;
