Plain-language change summary

The amended version of SB 136 clarifies that during a disaster emergency, no state or municipal agency can restrict the ownership or use of firearms and related items. The bill previously applied specifically during a declared disaster but now states that these protections apply regardless of whether a disaster is declared. This change is significant because it expands the rights of individuals to possess and use firearms without interference from government agencies, even during emergencies.
