Except for appropriations for Alaska permanent fund dividends, appropriations to the Alaska permanent fund, appropriations of revenue bond and general obligation bond proceeds, appropriations required to pay the principal and interest on revenue bonds and general obligation bonds, appropriations to a State account or fund that requires a subsequent appropriation from that account or fund as prescribed by law, appropriations to meet a state of disaster declared by the governor as prescribed by law, and appropriations of money received from a non-State source in trust for a specific purpose, including corporate receipts [REVENUES] of a public enterprise or public corporation of the state that issues revenue bonds, appropriations from the treasury made for a fiscal year shall not exceed an amount equal to a percentage of the average of the value of the personal income of the residents of the State as SJR019BSJR019A -1- CSSJRSJR 19(JUD)19 New Text Underlined [DELETED TEXT BRACKETED] 32-LS1353\B32-LS1353\A estimated by the federal bureau responsible for economic analysis according to federal law for the five fiscal years immediately preceding the prior fiscal year.
The percentage shall be established by law that is not a law enacted as an appropriation bill or fourteen and one-half percent, whichever is less.
Upon an affirmative vote of two-thirds of the membership of each house, the legislature may appropriate an additional amount for capital improvements in excess of the limit under this section, except that the total amount appropriated shall not exceed an amount equal to fourteen and one-half percent of the average calculated under this section.
WITHIN THIS LIMIT, AT LEAST ONE-ONE-THIRD THIRD SHALL BE RESERVED FOR CAPITAL PROJECTS AND LOAN APPROPRIATIONS.
