Plain-language change summary

The recent amendments to Senate Concurrent Resolution 1 clarify the procedures for members participating in legislative sessions via videoconference, particularly during situations like the COVID-19 pandemic. One key change is that the presiding officer must be physically present in the capitol while conducting a session, and members participating online are officially counted as present for quorum purposes. This matters because it ensures that the legislature can continue operating effectively even when not all members can attend in person, thereby maintaining legislative productivity and responsiveness during emergencies.
