The amendment to Senate Bill 31 clarifies that while legislators cannot force each other to vote a certain way, they are still allowed to vote in caucuses to elect their officers and can conduct informal polls to see how others might vote. This change is important because it helps establish clearer rules about collaboration and communication among legislators, ensuring that while they maintain individual voting discretion, they can still engage in necessary discussions and elections within their groups.
