Plain-language change summary

The updated version of House Bill 80 has changed the focus from a "sport fishing enhancement account" to a "sport fishing hatchery facilities account." This means that the money collected from sport fishing surcharges will specifically be used for the maintenance and operation of hatchery facilities rather than being allocated to a broader range of programs. This change is important because it narrows down the funding purpose to directly support the hatcheries, which are vital for fish stocking and enhancing sport fishing opportunities for license holders.
