Plain-language change summary

The updated version of Bill SR 2 includes a specific detail about the proposed center, stating that it will be named "The Ted Stevens Arctic Center for Security Studies." This change highlights the intention to honor Senator Ted Stevens while supporting federal legislation aimed at establishing a regional center for Arctic security studies in Alaska. This designation matters because it not only reflects the significance of Arctic strategic issues but also emphasizes Alaska's unique role as the only Arctic state in the U.S.
