Plain-language change summary

The recent changes to Senate Joint Resolution 9 clarify how public education funding is managed in Alaska's state budget. The revised version removes the previous focus on "forward funding," emphasizing instead that the legislature must pass an appropriation bill for education funding by the forty-fifth day of each session. This change is significant because it sets a clear deadline for securing funds for kindergarten through 12th grade education, which can ensure more reliable financial support for schools.
