Plain-language change summary

The latest version of SB 89 includes some key changes to the rules governing conflicts of interest for legislators. Notably, legislators are no longer required to declare a conflict of interest before voting, which could streamline the voting process but raises concerns about transparency. Additionally, the amendments clarify that legislators cannot withhold support or actions based on political contributions or gifts, reinforcing ethical standards among lawmakers. These changes are important as they aim to maintain integrity in the legislative process while potentially allowing for more efficient decision-making.
