Plain-language change summary

The updated version of Bill HB 81 adds a few details to clarify the rules around disposable plastic shopping bags. The definitions of what constitutes a "retail seller" and a "reusable bag" are expanded, making it clear which stores and types of bags are affected by the ban. Additionally, it now specifies the penalties for violating the ban on plastic bags. These changes are important because they aim to ensure smoother enforcement of the ban and help consumers and retailers understand what is allowed.
