Plain-language change summary

The updated bill adds more specificity to the conditions under which municipalities can provide tax credits for air quality improvements and energy-efficient construction. It clarifies that the air quality improvement tax credit specifically applies to properties improving air quality and outlines the criteria for eligibility. Additionally, the term "energy efficient new construction" is specified to limit the credit to new builds rather than general improvements. These changes matter because they provide clearer guidelines and support for municipalities seeking to enhance air quality and promote energy efficiency in their communities.
