Plain-language change summary

The updated version of HB 307 introduces a few key changes regarding the conditions for prisoners. Notably, it expands the provisions for computer use, allowing prisoners to use computers not only for their rehabilitation and reentry plans but also for employment, education, vocational training, access to legal materials, and visitation. This change is significant because it may enhance prisoners' opportunities to prepare for life after incarceration, supporting their reintegration into society. Additionally, the previous explicitly restrictive language regarding computer use has been removed, indicating a shift towards more supportive measures within correctional facilities.
