Plain-language change summary

The updated bill HB 3 includes new provisions allowing veterans to receive a discount of 25% on state land purchases and introduces a separate discount of one-third for individuals who assign their permanent fund dividends to help pay for the land. Additionally, the eligibility criteria for veterans to access these discounts has been clarified and streamlined.
