Plain-language change summary

The updated version of SB 1 has removed a section that allowed the Department of Health and Social Services to adopt necessary regulations to implement the changes made by the Act. This means there may be less flexibility in adapting the law after it is enacted. Additionally, the effective date for the Act has been pushed back to July 1, 2024, rather than taking effect immediately. These changes matter because they could delay the implementation of the bill and reduce the ability to make adjustments based on future needs or challenges in the health care system.
