Plain-language change summary

The amended version of Bill HB 199 adds specifications for fisheries rehabilitation permits, making it clear that these permits allow qualified individuals to collect fish eggs and enhance habitats to improve fish survival. It also emphasizes that fish released under these permits will be available for public use, similar to natural fish populations. This change is significant because it establishes a formal process for rehabilitating fish populations, which can support sustainable fishing and protect local ecosystems.
