The revised version of Bill SB 39 now includes specific sections that outline the requirements and operations of a program for Municipal Property Assessed Clean Energy (PACE) projects. Key additions clarify that municipalities can impose assessments to fund energy improvements, detailing obligations for property owners, such as notifying mortgage holders before participating in these programs. These changes matter because they aim to streamline the process for municipalities to enhance energy efficiency and promote renewable energy initiatives while ensuring that property owners are informed and protected.
