The updated bill HB 322 includes several significant changes aimed at strengthening penalties for oil discharges and pollution violations. Notably, the penalties for discharging oil have increased from $1 to $4 per gallon for certain violations, and those found guilty of gross negligence could face penalties multiplied by five. Additionally, the bill now mandates an automatic increase in penalties every ten years based on inflation, ensuring that penalties keep pace with rising costs. These changes matter because they enhance accountability for companies, promote environmental protection, and align financial repercussions with the potential harm caused by oil pollution.
