Plain-language change summary

The latest version of HB 213 introduced a new education endowment fund and a dividend raffle fund to support educational purposes in Alaska. It now specifies that funds raised through the raffle should supplement, rather than replace, existing state funding for schools. This change is significant as it ensures that the money generated from these new initiatives will enhance educational resources rather than simply shift existing budget allocations.
