1110 (a) Each insurer providing workers' compensation insurance and each 1211 employer who is self-insured or uninsured for purposes of AS 23.30 in this state shall pay an annual service fee to the department for the administrative expenses of the state 02 for workers' safety programs under AS 18.60 and the workers' compensation program 03 under AS 23.30 as follows:
18 (10) International Classification of Diseases, Tenth10th Revision, 19 Clinical Modification, developed by the National Center for Health Statistics;
06 (19) "employee" means a person who is not an independent contractor 07 as described in AS 23.30.230 and who, under a contract of hire, express or implied, is 08 employed by an employeremployer; as defined in (20) of this section;
