    (3) Fiscal years 2027 through 2031.-- (A) In general.--There is authorized to be appropriated out of the Highway Trust Fund (other than the Mass Transit Account) $250,000,000 for each of fiscal years 2027 through 2031 to carry out this section. (B) Contract authority.--Funds made available under subparagraph (A) for fiscal years 2027 through 2031 shall be available for obligation and administered in the same manner as if such funds were apportioned under chapter 1 of title 23, United States Code, except that the funds shall remain available until expended and shall not be transferrable.

    This change adds new funding authorization and stipulations for the Active Transportation Infrastructure Investment Program for specified fiscal years.
