Plain-language change summary

The amendment expands the requirement for announcing stops to all paratransit vehicle operators, not just those operating "Access Link" vehicles. This change means that operators providing a variety of paratransit services must now announce stops for passengers, addressing the previous gap where only fixed route transportation operators had this obligation. Additionally, the definition of "paratransit service" has been clarified to exclude private or charter services. This could enhance accessibility for passengers using various forms of paratransit services.
