The amendment changes the term "public utility" to "local authority or municipal utility" throughout the bill, specifying the types of entities involved in water service. Additionally, it defines "customer" as a residential customer of a local authority or municipal utility whose water usage is measured using a smart meter. This matters because it clarifies which entities must notify customers about their water usage and billing, thereby narrowing the scope of the bill to specific water service providers.
