The amendments to A 2383 revise the definition of "electric vehicle" to specify that it includes only those powered solely by electricity without an on-board engine or generator, excluding plug-in hybrid electric vehicles. Additionally, the text clarifies the responsibilities of the Chief Administrator and other officials for issuing special windshield stickers for qualifying electric vehicles, but removes references to specific regulations about emission inspections and processes for sticker issuance. This change focuses the legislation on the provision of stickers while adjusting the criteria for what qualifies as an electric vehicle under this bill.
