Plain-language change summary

The amendment changes the language by replacing "Military and Veterans Affairs" with "Veterans Affairs" throughout the bill. It also specifies that the "Commissioner of the Department of Veterans Affairs" will adopt necessary rules and regulations instead of the "Adjutant General." These changes clarify the title of the department involved and designate the Commissioner as responsible for implementing the rules, which may affect how the campaign to promote the Veterans History Project is organized and executed.
