Plain-language change summary

The bill has been updated to create a temporary Stabilization and Reform Board to oversee the District of Columbia Housing Authority (DCHA). This is an important change because it aims to improve the operations and effectiveness of DCHA, which has faced challenges in recent years. Additionally, the definition of a "dwelling unit" has been clarified to ensure better understanding of housing terms. These adjustments highlight the Council's commitment to enhancing housing governance and addressing issues within DCHA.
