The revised bill clarifies that the Mayor has the option, rather than the obligation, to create rules and regulations for the District Department of the Environment. Additionally, it removes the requirement for the Mayor's rules to be reviewed by the Council for 45 days before implementation. These changes streamline the process, allowing for quicker decision-making and responses to environmental needs without the delays of a mandatory review period. This is important for ensuring that environmental regulations can be enacted more efficiently.
