Borg was asked to share his expertise and opinions on numerous occasions by providing testimony to the United States Congress, and he testified before both Senate and House Committees and Page 2 SJR14 INTRODUCEDEnrolled Subcommittees, including Banking, Financial Services, Capital Markets, and Investigations, about such matters as micro-cap securities fraud, criminal elements in the markets, the role of State Securities Regulators, fighting white collar crime, initial public offerings of private equity and hedge funds, consolidating the regulatory functions of the NISD and NYSE, illicit practices affecting senior citizens, SIPA and SIPC modernization, and ensuring effectiveness, fairness, and transparency in Securities Law Enforcement;
