This bill would require the Alabama Department of Economic and Community Affairs to oversee the design, construction, and installation of a replica of the Saturn 1B Rocket, if the original rocket is beyond restoration or repair, previously located at the I-65 Ardmore Welcome Center in Elkmont, Alabama, at the most northern I-65 rest stop in the state.

The Alabama Department of Economic and Community Affairs shall commission the design and construction and provide for the installation of a replica of the Saturn 1B Rocket, if the original rocket is beyond restoration or repair, at the northern most rest stop off of Interstate 65 in Page 1 SB313 INTRODUCED the state.
(a) The Legislature finds and declares that the original Saturn 1B Rocket is on loan from the National Aeronautics and Space Administration (NASA) to the Alabama Space Science Exhibit Commission and, since 1979, has stood off of Interstate 65 at the Ardmore Welcome Center in Elkmont, Alabama.
The department may contract with any other state or private entity to accomplish the purposes of this act.
(b) The Alabama Department of Economic and Community Affairs may distribute funds appropriated for the repair or replacement of the Saturn 1B rocket based on an approved plan for expenditure to any government or private entity to accomplish the design, construction, and installation of a replica of the Saturn 1B Rocket or similar structure at the northernmost Interstate 65 Welcome Center in Elkmont, Alabama.
The original Saturn 1B Rocket was donated by the National Aeronautics and Space Administration and, since 1979, has stood off of Interstate 65 at the Ardmore Welcome Center in Elkmont, Alabama.
The department may accept public or private gifts, grants, and donations, including in-kind services, for use in commissioning the rocket, and may also use funds appropriated to the department by the Legislature for the purposes provided in this section.
The Alabama Department of Economic and Page 1 SB313 Enrolled Community Affairs shall ensure that funds allocated to the department for the Planning Program for the fiscal year ending September 30, 2024 are used as follows:
(1) Five hundred thousand dollars ($500,000) to West Alabama Utilities.
(2) Five hundred thousand dollars ($500,000) to Bay Minette Utilities.
(3) Five hundred thousand dollars ($500,000) to Washington County for economic development.
