Plain-language change summary

The changes made in SB 87 involve an increase in the amount allocated for income tax rebates from $275 million to $393 million. Additionally, details about funding to other agencies and entities have been included, such as $18.5 million for debt service and $10 million for the State Insurance Fund. This matters because it directs additional financial support towards taxpayers and ensures funding for essential state obligations, thereby potentially benefiting a larger number of residents and maintaining fiscal responsibilities.
