The updated version of SB 86 now includes a specific directive for the State Comptroller to allocate necessary funds from the Education Trust Fund to cover both the one-time refundable income tax credit for taxpayers and the administrative costs of implementing this credit. This change ensures that there's a clear source of funding to support the program, which aims to ease the financial burden of grocery sales taxes on individuals. Having a dedicated fund also helps streamline the process and indicates that the state is committing to making this tax relief effective.
