The changes made to Bill SB 66 remove the provision that imposed an eight percent tax on psychoactive cannabinoids sold at retail and clarify that the ban on their sale, distribution, and possession applies specifically to individuals under 21 years of age. This matters because it shifts the focus from generating tax revenue to protecting minors from accessing certain cannabis products. The bill now emphasizes restrictions rather than taxation, which could impact how the state regulates hemp-derived products.
