Plain-language change summary

The recent amendments to Bill HB 448 clarified that the City Council of Helena can establish up to two designated entertainment districts, each covering a maximum area of one-half mile by one-half mile. The council will also have the authority to regulate the hours these districts operate and enforce penalties for any violations. This change is significant because it gives local governance more control over how entertainment areas are managed, potentially enhancing both community engagement and oversight.
