Plain-language change summary

The recent changes to HB 381 modify the qualifications for directors of redevelopment authorities in Alabama. Previously, all board members were required to be registered voters in the city. Now, the law allows property owners within the city's redevelopment district to also serve as directors. This change is significant because it broadens the pool of potential board members, potentially bringing in individuals with direct investment in the area and fostering a stronger connection to local redevelopment efforts.
