Plain-language change summary

The revised version of HB 127 includes a significant addition: it establishes a clear process for how funds from the Children First Trust Fund will be allocated, including requiring quarterly notifications about anticipated agency allocations and making funding dependent on the receipt of tobacco settlement revenues. Furthermore, it specifies a new appropriation of $50,511,261 from other tobacco settlement funds for the upcoming fiscal year. These changes are important because they ensure more consistent funding and oversight for programs benefiting children while also managing how tobacco revenues are used in the state budget.
