The updated version of Bill HB 331 has clarified that the academic performance of students transferring from nonpublic schools to public schools will not be factored into the school's grade for their first three years of enrollment. This change aims to ensure that schools are not penalized for the performance of new students who might still be adjusting to a different educational environment. It matters because it could potentially improve the grades of public schools, reflecting their true performance without the added variability introduced by new transfers.

Under existing law, public K-12 schools are annually assigned a grade based on school and district performance.
