Vector Fleet Management, LLC provides an onsite fleet management and maintenance operation for preventative maintenance and repair of MPD’s fleet of vehicles and equipment.

The goals of this contract are to improve vehicle and equipment availability, increase overall fleet operating efficiencies, including a reduction in capital expenditures for fleet assets, improve services offered to the units using fleet vehicles and equipment by professionalizing the total fleet function, and enhance employment opportunities for District residents in a range of automotive technology occupations, through the incorporation of pre-apprenticeship and apprenticeship program components.

The District utilized the Sourcewell Contract no.

RFP 031224, with Vector Fleet Management, LLC, to satisfy the District’s requirement to provide onsite fleet management and maintenance operations.

The Sourcewell contract has already been competitively awarded, and the pricing is based on large volumes, therefore the District benefits from the lower prices achieved as a result of the economies of scale.

Vector Fleet Management, LLC has been managing and maintaining fleet equipment for over 35 years, consisting of fleets ranging from 80 units to more than 3500+ units with governmental and privation organizations.

Over the past two years, Vector Fleet has partnered with the District to provide continuous fleet maintenance and operations support to the Metropolitan Police Department (MPD) under multiple emergency contracts and the base year of this Task Order Agreement (TO No.

CW120680).

However, because a letter contract was inappropriately used to exercise an option year, there was a gap of 10 days between the termination of the base year and exercise of option year one.

In addition, the process used to enter into or modify the Contract Action violated the requirements of DC Code § 2–352.02 (criteria for Council review of multiyear contracts and contracts in excess of $1 million).

Modifications Nos.

M002, M003, M004, and M005 created obligations of over $1 million during a 12-month period before receiving Council approval.
