The bill creates a new farm to fork program while amending existing provisions related to farm to school programs, adding preferences in grants for certain school districts, and appropriating funds for both programs.

  • 93.49 (3) (a)

From the appropriation under s. 20.115 (4) (as), the department shall provide grants to school districts, in coordination with the department of public instruction, and to nonprofit organizations, farmers, and any other entities for the creation and expansion of farm to school programs. → From the appropriation under s. 20.115 (4) (as), the department shall provide grants to school districts, in coordination with the department of public instruction, and to nonprofit organizations, farmers, and any other entities for the creation and expansion of farm to school programs. The department shall give preference to the following types of proposals: Proposals from school districts in which a high percentage of pupils satisfy the income eligibility criteria under 42 USC 1758 (b) (1) for a free or reduced-price meal.

This change refines the criteria for granting preferences to school districts based on the percentage of students eligible for free or reduced-price meals.

  • 20.115

Farm to fork program GPR B 200,000 200,000

This adds a new funding appropriation for the farm to fork program, allocating $200,000 for each of the fiscal years 2025-26 and 2026-27.

  • 20.255 (1) (ac)

Farm to school program GPR A 250,000 250,000

This creates a new funding appropriation for matching funds related to the federal farm to school program.

  • 93.63

Farm to fork program. (1) Definitions. (a) “Farm to fork program” means a program to connect entities that are not school districts and that have cafeterias to nearby farms to provide locally produced fresh fruits and vegetables, dairy products, and other nutritious, locally produced foods in meals and snacks; to help the public develop healthy eating habits; to provide nutritional and agricultural education; and to improve farmers’ incomes and direct access to markets.

This establishes the farm to fork program as a new initiative to connect non-school entities with local farms for food sourcing and education.

  • 93.63 (2)

The department may award grants from the appropriation under s. 20.115 (4) (at) to businesses, universities, hospitals, and other entities that are not school districts and that have cafeterias for the creation and expansion of farm to fork programs.

This enables the department to provide grants to a broader range of entities beyond schools for the purpose of implementing farm to fork programs.
